Biographical / Historical

David A. Lockmiller served as president of the University of Chattanooga from 1942 to 1959. Lockmiller guided the university through World War II, securing a contract with the War Department to house a College Training Detatchment (CTD) of the Army Air Force. These cadets barracked on campus for over a year, receiving flight training at the municipal airport as well as instruction from university faculty. After the war, Lockmiller directed the academic focus of the university towards the applied arts and sciences, organizing the Industrial Research Institute as a nonprofit division of the university that worked with local manufacturers such as the Chattanooga Medicine Company and Brock Candy Company. Lockmiller left the University of Chattanooga to accept the position of president of Ohio Wesleyan University in 1959. During his administration, Lockmiller worked closely with comptrollers Stanley F. Bretske and Robert W. Fenix to coordinate the business of the university.
